About The Project
Major Energy Client hired BASE Concepts Consulting Inc. to provide Site Specific Instructions for the operation of a pipeline that transports heated bitumen from their Bitumen Extraction Facility and Processing Facilities to the East Tank Farm. The Project also included a parallel line for transporting diluent and diesel fuel from the East Tank Farm to the main facility.
Problem Statement
- Client required step-by-step Site Specific Instructions for their pipeline facility including:
- Initial startup
- Normal operations
- Temporary Operations
- Emergency operations
- Emergency shutdown
- Normal shutdown
- Startup following outage or Emergency shutdown
Improvement/Results
- BASE developed Site Specific Instructions which satisfied the requirements and have been adopted as standards by the client. The SSI’s included:

- Procedure Instructions
- Lock Out/Tag Out instructions
- Flow Drawings detailing Opening and Closure of Valves and Location of Diluent Filled Lines
- Operation and Maintenance of Critical Components
